What is an external Transport Manager?

An external Transport Manager—sometimes described using the older term “freelance Transport Manager”—is an independent, professionally qualified person nominated on a standard goods vehicle Operator Licence.

The Transport Manager must hold the appropriate Certificate of Professional Competence, maintain good repute and have sufficient time, authority and access to exercise continuous and effective management of the transport operation.

An external appointment is not simply a way to place a CPC holder’s name on an Operator Licence. The Transport Manager must be genuinely involved in the business and able to demonstrate effective oversight of its vehicles, drivers, maintenance and compliance systems.

When might you need an external Transport Manager?

You may need help finding an external Transport Manager if:

• You are applying for a standard national or standard international Operator Licence.
• Your existing Transport Manager has resigned or is leaving the business.
• Your fleet or number of operating centres is increasing.
• Your current Transport Manager no longer has sufficient capacity.
• You require someone with experience relevant to your type of operation.
• Employing a full-time Transport Manager would not be proportionate to the size of your fleet.

Restricted Operator Licences do not normally require a professionally competent Transport Manager, although restricted operators remain responsible for complying with their licence undertakings and road-safety obligations.

What does an external Transport Manager do?

The precise responsibilities will depend on your operation, but a Transport Manager will normally oversee important areas including:

An internal Transport Manager usually has a genuine connection to the business as an employee, owner or director.

An external Transport Manager provides services under a contract and is not otherwise connected to the operator’s business. This can be a practical arrangement for smaller operators that require professional competence but do not need—or cannot justify—a full-time appointment.

The appointment must still be genuine. An external Transport Manager must have enough contracted time to manage the operation continuously and effectively.

How many operators can an external Transport Manager work for?

An external Transport Manager must not normally be designated for more than four operators or be responsible for more than 50 vehicles in total.

These figures are maximum limits rather than automatic entitlements. A Traffic Commissioner may decide that a lower commitment is appropriate after considering the size, type, location and compliance history of the operations involved.

Before making an introduction, it is therefore important to consider the Transport Manager’s existing commitments, available hours, travelling requirements and ability to provide effective management.
